3600 conference participants from 154 countries were present at renewables 2004, representing national governments, the United Nations and other international organisations, as well as civil society, the private sector and other stakeholder groups. Participants were accredited either as delegates or observers.

The government of the Federal Republic of Germany had invited all United Nations member states to participate in the conference at ministerial level as well as UN organisations and other international organisations at the highest possible level.

In addition, the conference conveners encouraged the active participation of civil society, private sector and other stakeholders in the conference, within the limits of available capacities. A multi-stakeholder dialogue (MSD) with government representatives provided the main format for inputs from the stakeholder community. Stakeholder organisations, non-governmental institutions and private companies proposed representatives for accreditation to the Conference Secretariat.
