The preparations were being coordinated by an Organising Committee. Represented on this committee were the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), the Federal Ministry for Economic Cooperation and Development (BMZ), which chaired the Committee, and the Federal Foreign Office. Active contributors to the Committee were the Conference Secretariat and the City of Bonn, where the conference was held. The Conference Secretariat was provided by the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH.
